TLC summons guide: pay, settle, or fight

A TLC summons is not the same as a parking ticket. TLC summonses go to an OATH hearing. Parking and camera tickets go to NYC Finance. Here is what each official page says, with the link to check it yourself.

How a TLC summons works

Read the summons first. It tells you the rule, the penalty, and your hearing details.

Your three options

  1. Plead guilty and pay online. Use LARS, only if “Personal Appearance Required” is not checked.

LARS payment: e-check free; credit/debit cards 2.00% convenience fee.

  2. Ask TLC for a settlement. Settlement offers: email Settlements@tlc.nyc.gov or visit LIC (8am–1pm); not given by phone.

The office address and hours are on the TLC and OATH locations page.

  3. Fight it at an OATH hearing. OATH remote hearings: by phone request ≥3 business days ahead; in-person hearings by request to livehearings@oath.nyc.gov ≥5 business days ahead.

Sources: NYC OATH: hearing in person · NYC OATH: you received a summons now what · checked 2026-10-26

    OATH’s phone line is 844-OATH-NYC (844-628-4692).

Don’t miss the hearing date on the summons. A missed hearing means a default decision. This page does not list other deadlines for TLC summonses because the official pages above do not state one. Confirm with TLC or OATH.

Questions

Who hears a TLC summons?

TLC summonses are heard at OATH, the NYC Office of Administrative Trials and Hearings. The summons lists the rule, the penalties, and the hearing information. If you miss the hearing, OATH issues a default decision.

Can I pay a TLC summons online?

Yes, you can plead guilty and pay online in TLC’s LARS system, but only if the “Personal Appearance Required” box is not checked on the summons. In LARS an e-check is free and credit or debit cards carry a 2.00% convenience fee.

How do I ask TLC for a settlement offer?

Email Settlements@tlc.nyc.gov or visit the TLC Long Island City office between 8am and 1pm. TLC does not give settlement offers by phone.

How do I get a remote or in-person OATH hearing?

OATH says hearings must be requested and scheduled before the hearing date. To have your hearing by phone, request it at least 3 business days ahead. To have it in person, email livehearings@oath.nyc.gov at least 5 business days before the hearing date.

How long do I have to dispute a NYC parking or camera ticket?

NYC Finance says to request a hearing within 30 days of the ticket being issued to avoid late penalties. Unpaid and undisputed tickets go into judgment about 100 days after issuance.

After a crash, see the TLC accident checklist.
